Lisa A. Baker is an experienced consultant and chief executive working in comprehensive organizational assessment/reorganization. She is active in creating and maintaining adaptable work environments, creating affordable and resilient operations, experienced in affordable rehabilitation and new construction. Works to use IT/IS in promoting lean operations, remote processes, ensuring robust cyber security and in using IT and social media to improve outreach to underserved and rural populations, to improve customer service and to create work efficiencies. HOUSING - Lisa has experience in formulating affordable housing strategies, including development work and analysis. Manages operations including Housing Vouchers, LRPH, Subsidized and market rate housing. Creates/operates residential rehabilitation and first time homebuyer opportunities; she has used HOME, Voucher, Operating Subsidy, Redevelopment Set Aside, MHP, AHP, MRB, BAN, tax credits, and other forms of funding in the development and rehabilitation of housing and homeownership.. LOCAL GOV'T/COM DEV. - She has first hand experience in job creation/retention programs, design/operate commercial rehabilitation, relocation and business loan programs.
